phpMyAdmin

phpMyAdmin is intended to be a web-based front end for MySQL administration. It can administer multiple servers and databases and allows you to create, modify and remove databases, tables, fields, key values and more. You can also execute any SQL statement, even batch queries, import/export SQL dump files and CSV files. It now emulates relations and checks referential integrity. Available in about 40 different languages.

Incredibly well-put-together, links to the mySQL manual are embedded in the pages, easily configured plus it lets you give access on a per-table basis.
